Cain team denies report of sexual harassment (AP)

WASHINGTON ? Republican presidential candidate Herman Cain kept his Washington campaign schedule Monday even as his team accused "inside-the-Beltway media" of attacking him with allegations that he sexually harassed two women while he was the head of the National Restaurant Association in the 1990s.

In a statement Sunday to The Associated Press, his campaign disputed a Politico report that said Cain had been accused of sexually suggestive behavior toward at least two female employees.

The report said the women signed agreements with the restaurant group that gave them five-figure financial payouts to leave the association and barred them from discussing their departures. Neither woman was identified.

The report was based on anonymous sources and, in one case, what the publication said was a review of documentation that described the allegations and the resolution.

Cain's campaign told the AP that the allegations were not true, and amounted to unfair attacks.

"Inside-the-Beltway media have begun to launch unsubstantiated personal attacks on Cain," spokesman J.D. Gordon said in a written statement. "Dredging up thinly sourced allegations stemming from Mr. Cain's tenure as the Chief Executive Officer at the National Restaurant Association in the 1990s, political trade press are now casting aspersions on his character and spreading rumors that never stood up to the facts."

Asked if Cain's campaign was denying the report, Gordon said, "Yes."

"These are baseless allegations," Gordon said in a second interview later Sunday evening. "To my knowledge, this is not an accurate story."

But Politico said that Gordon told their publication that Cain himself had indicated to campaign officials that he was "vaguely familiar" with the charges and that the restaurant association's general counsel had resolved the matter.

Politico also said it confronted Cain early Sunday outside of the CBS News Washington bureau, where he had just been interviewed on "Face the Nation."

"I am not going to comment on that," he told Politico when asked specifically about one of the woman's claims.

When asked if he had ever been accused of harassment by a woman, he responded, Politico said, by asking the reporter, "Have you ever been accused of sexual harassment?"

Cain ? a self-styled outsider relatively new to the national stage ? is facing a new level of scrutiny after a burst of momentum in the race for the GOP presidential nomination. He's been steadily at or near the top of national surveys and polls in early presidential nominating states, competitive with former Massachusetts Gov. Mitt Romney.

The former pizza company executive has been pointing to his long record in business to argue that he has the credentials needed to be president during a time of economic strife.

Cain is slated to discuss his tax plan at the American Enterprise Institute, appear at the National Press Club and hold a health care briefing on Capitol Hill.

A message seeking comment from Peter Kilgore, listed on the National Restaurant Association website as its chief legal counsel, was not immediately returned.

Third, in this bizarre separation dance between Ross and Sparano, where Ross possibly has decided to stay the course (at least for now) in the hopes of racking up enough losses to get Andrew Luck and where Sparano possibly sees that and wants to get fired, admitting to conduct that undermines Sparano could give Sparano enough ammunition to claim that he has been constructively discharged, which would allow him to quit ? and also to pursue a buyout of his contract.

Fourth, and perhaps most importantly, what else was Ross going to say?? ?Yep, I contacted Cowher.? And Gruden.? And I tried Vince Lombardi but they keep saying the number is disconnected or no longer in service.?

Despite these obvious reasons for Ross to deny, Hyde chooses to knock down the reports from guys like Mike Freeman of CBSSports.com (who reported that contact had occurred through intermediaries) and Albert Breer of NFL Network (a league employee with an impeccable reputation for accuracy who reported that Ross has contacted Cowher?s agent).? Hyde wonders why Ross would contact Cowher at this stage of the season, given that Ross isn?t competing with anyone for Cowher?s services ? and given that contacting Cowher now could offend him.? ?Make[s] no sense on a lot of levels,? Hyde writes.

It?s called gauging interest.? If Cowher, via his agent, says that he?s interested, Ross can put Cowher on the wish list and wait until Sparano is fired to make a move.? Given the extremely clumsy manner in which the Dolphins pursued Harbaugh in January, it makes sense that the Dolphins would begin lining up potential candidates now, and that they would do so in a somewhat clumsy manner, allowing word of the courtship to make its way to the media.

Here?s what Ross should have done.? He should have limited the information regarding any contact with Cowher?s agent to only a handful of people ? ideally, only one person other than himself.? And the message to Cowher?s agent (or whomever has been contacted) should have been clear and direct:? If word of this gets out, we?ll deny it, and we?ll remove you from consideration.

But the Dolphins are both clumsy and desperate right now, so they won?t be doing things discreetly and they won?t be issuing the kinds of ultimatums that ensure complete discretion.? As Ross essentially admitted when the Harbaugh fiasco blew up in the Fins? faces, Ross isn?t schooled in these nuances of NFL teams.

It is no easy chore, particularly with AFC East leader New England coming off a bye. Still, the Patriots are struggling on defense, Brady has been sacked 11 times and thrown eight picks. Pittsburgh has 17 sacks and has won three straight to take the AFC North lead.

"They don't dance around. They're not finesse whatsoever," Patriots defensive tackle Albert Haynesworth said. "Everybody runs hard. They don't mind hitting. They like to hit. It's a very physical team. More physical than we have seen this year."

And New England is more potent offensively than anyone the Steelers have seen, ranked first in yards passing and overall offense and averaging just under 31 points a game.

"They are doing what they usually do," Pittsburgh coach Mike Tomlin said.

US defends gun sale reporting requirement in court (AP)

WASHINGTON ? Gun store owners in southwestern border states argued in federal court Tuesday that the Obama administration cannot require them to report when customers buy multiple high-powered rifles.

The Justice Department responded to a lawsuit seeking to block the two-month-old requirement by asking a judge to uphold its legality, arguing the measure could help stop the flow of guns to Mexican drug cartels. It requires sellers in California, Arizona, New Mexico and Texas to give the Bureau of Alcohol, Tobacco, Firearms and Explosives information about purchasers who buy two or more semi-automatic rifles greater than .22 caliber within five days.

Justice Department attorney Daniel Reiss said having a database of multiple purchasers gives ATF agents the power to trace gun sales within minutes, rather than a multi-day effort to trace the weapons back through the manufacturer, to the seller and eventually the buyer. He said two investigations have already been opened in the short time that the new reporting has been required.

"Without these reports it's very difficult to identify these straw purchasers" who are buying the guns to pass on to the drug cartels, he said.

U.S. District Judge Rosemary Collyer questioned whether monitoring lawful gun sales is an appropriate way to stop the flow of guns to Mexican gangs. The requirement was imposed amid controversy over ATF's Operation Fast and Furious which tried to track guns suspected of being bought by straw purchasers back to gun-smuggling ringleaders, who have long eluded law enforcement. But ATF agents lost track of 1,400 of the more than 2,000 guns identified by Fast and Furious as possibly straw purchases.

Reiss told Collyer that the number of U.S. firearms in Mexico is far greater than those reportedly involved with Fast and Furious.

Stephen Halbrook, an attorney for Arizona-based gun dealers J & G Sales and Foothills Firearms, said previously the stores only had to turn over the data they collect on buyers ? including birth dates, addresses, race and gender ? in the course of a criminal investigation. He said the new requirement creates a federal database of gun buyers in violation of their privacy.

"We don't deny the fact there is a serious problem (of guns getting into Mexico) and it needs to be dealt with," Halbrook said, but he said the problem should be fought using more traditional law enforcement methods instead of "just a fishing expedition" to collect the personal data of buyers without probable cause.

Collyer asked whether ATF would have the authority to require the stores to report when someone buys 30 AK-47 assault rifles, and he said even then the requirement would exceed the agency's authority from Congress and the Constitution. But he said gun sellers would typically report such a sale as suspicious.

James Vogts, attorney for the National Shooting Sports Foundation that also is suing the ATF, said the requirement applies to 8,500 dealers in the four states who have not been connected to guns recovered in Mexico. "I think the decision was hastily made, perhaps for political reasons," he said.

The requirement came amid congressional hearings in which ATF acknowledged making mistakes in Operation Fast and Furious, a program that focused on several Phoenix-area gun shops and is no longer running. The program came to light after two assault rifles purchased by a now-indicted small-time buyer under scrutiny in the operation turned up at a shootout in Arizona where Customs and Border Protection agent Brian Terry was killed.

A number of middle-ranking Taliban commanders revealed the extent of Pakistani support in interviews for a BBC Two documentary series, "Secret Pakistan," the first part of which was being broadcast on Wednesday.

A former head of Afghan intelligence also told the program that Afghanistan gave Pakistan's former president, Gen. Pervez Musharraf, information in 2006 that Osama bin Laden was hiding in northern Pakistan close to where the former al Qaeda leader was eventually killed by U.S. special forces in May.

Admiral Mike Mullen, then the top U.S. military officer, accused Pakistani intelligence last month of backing violence against U.S. targets including the U.S. Embassy in Kabul.

He said the Haqqani network, an Afghan militant group blamed for the September 13 embassy attack, was a "veritable arm" of Pakistan's Inter-Services Intelligence agency (ISI). Pakistan denies the U.S. allegations.

One Taliban commander, Mullah Qaseem, told the BBC the important things for a fighter were supplies and a hiding place.

"Pakistan plays a significant role. First they support us by providing a place to hide which is really important. Secondly they provide us with weapons," he said, according to excerpts provided by the BBC.

Other Taliban commanders described how they and their fighters were, and are, trained in a network of camps on Pakistani soil.

According to a commander using the name Mullah Azizullah, the experts running the training are either members of the ISI or have close links to it.

"They are all the ISI's men. They are the ones who run the training. First they train us about bombs; then they give us practical guidance," he said.

AL QAEDA TALENT SPOTTING

Another Taliban fighter, known as Commander Najib, said al Qaeda trainers also operated in the camps, talent spotting possible suicide bombers.

"I was in the camp for a month ... They were giving us practical training in whatever weapons we specialized in ... Suicide bombers were taken to a different section and were kept apart from us. Those who were taught to be suicide bombers were there," he said.

A former head of Afghan intelligence told the BBC Afghan officials gave Musharraf information in 2006 suggesting bin Laden was hiding in Mansehra, a town just 12 miles from Abbottabad, where bin Laden was killed by U.S. forces in May, but that the information was not acted upon.

Amrullah Saleh, head of Afghan intelligence from 2004 to 2010, said Syed Akbar, a Pakistani believed to be smuggling guns to the Taliban, told Afghan intelligence he had escorted bin Laden from one location to another.

"The information we had was suggesting Mansehra was the town where bin Laden was hiding ... It happens after so many years that bin Laden was about 12 miles from that location," he said.

Saleh and Afghan President Hamid Karzai took the evidence to Musharraf who, according to Saleh, reacted angrily.

"He (Musharraf) banged the table and looked at President Karzai and said, 'Am I president of a banana republic? If not, then how can you tell me bin Laden is hiding in a settled area of Pakistan'. I said 'Well, this is the information so you can go and check it.'," said Saleh, who quit last year after disagreeing with Karzai over plans to talk to the Taliban.

The BBC said Pakistan strongly denied the allegations made in the program.

Gen. Athar Abbas, director general of the Inter Services public relations and official spokesman for the Pakistan military, told the BBC: "To say that these militant groups were being supported by the state with the organized camps in these areas ... I think nothing could be further from the truth."

Legal challenge to elections opens : Kaieteur News

The court on Monday heard its opening arguments as the Civil Injunction which was filed against the Guyana Elections Commission and the political parties in Guyana, by several concerned groups continued before Chief Justice Ian Chang.
Attorney at Law Mortimer Coddett, told the court that he wishes to make it clear that the group which consisted of the Guyana Trade Union Congress and the Guyana National Council on Public Policy were not asking for the court to stop elections, since it is known that the court has no legal authority to do so.
Coddett said that the court however has the legal power to protect the fundamental rights of all Guyanese citizens enshrined in the constitution.
He said that in the first case the complainant is against the first named defendants, GECOM, which is the institution mentioned in the constitution as being legally responsible for ensuring that election is held within the accordance of the constitution.
He noted that since the ?election fever season? started, it can be clear that only a particular sector is able to communicate freely to the civil society and at the same time through the media, harass, terrorise and victimise other political parties.
Coddett said that this concern has caused pain, and it has come to a point where the court has been approached by various citizens against the abuse of power by the state or its officers in contravening the fundamental rights of individuals.
Attorney at law Anil Nandlall, on Monday told Kaieteur News that the matter was filed ex parte and then the service order was given.
According to the lawyer, Monday was set for preliminary submissions. He said that his submissions in essence were that the entire action was misconceived and impurely bad in law.
Nandlall further told Kaieteur News that most of the parties purporting to be plaintiffs are not legal entities, nor are the names of the respondents legal entities.
According to the lawyer, the court has no jurisdiction at this stage or at any stage to stop elections from being held.
It was explained that the court however has a jurisdiction that after the elections are held if there is any deficiency or irregularity the court has a jurisdiction to treat those irregularities in an election petition filed for that purpose.
There is no jurisdiction before election to stop or question the electoral process, the jurisdiction the court is a very narrow one, and this to be exercised by way of an election petition.
Attorney at law Dr. Phillip Thomas who is also representing the group of concerned citizens explained that the action is against all the political parties and the Guyana Elections Commission.
He explained that bases for bringing the action were to seek the attention of GECOM in determining, specifically and precisely whether or not it feels it is right between the time parliament ended and the time election will be held, whether or not the citizens received sufficient information by the time for polling.
The fundamental base behind this is that the citizen is afraid of victimisation.? The matter will continue tomorrow in the High Court.

'Rogue' man-eating sharks actually want whales

After the attack on an American diver by a great white shark off the coast of Australia, the rumor mill is swilling with talk of a "rogue man-eating shark" that developed a taste for humans, killing three men over the last two months.

The most recent attack happened on Saturday when a great white shark attacked and killed American diver George Thomas Wainwright. Two previous attacks on humans by great whites have occurred in the last two months, one killing an Australian swimmer on Oct. 10 and the other a body boarder who was lethally attacked on Sept. 4.?

Australian waters usually see about one fatal shark attack per year; but these waters are the primary home of the great white shark, a large species that can grow up to 20 feet long. Last year, 14 unprovoked shark attacks on humans were reported in Australia, only one of which was fatal.

Scientists say the recent attacks probably came from three separate sharks."There's whales moving by that coastline at this time of the year, and the white sharks follow," George Burgess, a researcher at the University of Florida and curator of the International Shark Attack File, which catalogs shark attacks around the world. "The chance of an individual shark being involved in all three of these incidences is astronomically low. They travel 40 to 50 miles a day." [ Image Gallery: Great White Sharks ]

"The theory of a 'rogue' shark is unlikely, sometimes a single shark may be responsible for subsequent attacks done in the same area, in a clustered pattern," Fabio Hazin, a researcher at the Federal Rural University of Pernambuco in Brazil, told LiveScience in an email.

"This, however, tends to be more a consequence of the shark and human beings being close together than to a vicious nature of some shark specimens."

One example of such a rogue, the only that Burgess has seen in his 40 years of cataloging shark attacks, happened in Egypt last year. A ship of imported sheep from New Zealand headed to Egypt had been dropping their dead along the way. This lured a shark to the shore, where it attacked five people, killing one.

"That was a very different species and different ecological situation," Burgess told LiveScience. "It was a once in a lifetime experience for myself, after 40 years as a keeper of shark attacks."

A rogue white? Not so fast.
Australia's great whites are currently in the midst of their annual migration (they follow the whale migration paths up the western Australia coast), which would bring them into contact with humans. Three different sharks, following the same path up the coast and passing the same human-infested bathing and boating areas, are likely responsible for the recent attacks Burgess said.

"This is a very unlikely candidate for one to have stayed around and gotten the taste for humans, particularly in the case of the white shark, which is so highly migratory," Burgess said.

There were several possible reasons why shark attacks in the area might be higher than normal, Burgess said. It's possible that changes in climate may be shifting migration patterns, bringing sharks and humans closer together. Warmer temperatures would also bring more humans into the water. Internationally, the number of shark fatalities is down, though the actual number of attacks is rising; shark attacks hit a global 10-year high in 2010 with 115 human-shark incidents that year. That increase is probably due to increased human presence in shark territory. Only six of these incidents ended in a dead human, though.

"We should always be cautious when entering into the sea, since it is an environment different from the one we live in," Hazin said. "We should not forget that drowning kills thousands and thousands more people every year than shark attacks."

The shark attacks in Australia have prompted calls to kill off any sharks in the area, which Premier Colin Barnett is said to be considering. Researchers are against such a shark hunt, since there is no way to know which shark or sharks are responsible for the human deaths without killing them and cutting open their stomachs.

"The region will be better off if the resources being given to hunt the killer shark would be used to study the situation ? and reduce the chances of it happening again," Burgess said. "The only answer we are going to find is if we scientifically study the situation carefully and understand better the movement patterns of the sharks."

House votes to boost huge Arizona copper mine (AP)

WASHINGTON ? The House approved a federal land swap Wednesday that would clear the way for creation of North America's largest copper mine in Arizona, despite opposition from the Obama administration and complaints that the proposed mine operator had partnered with Iran and faces allegations of human rights violations.

The swap would trade 2,400 acres of federal forest land in southeastern Arizona for about 5,300 acres of environmentally sensitive land throughout the state controlled by a subsidiary of global mining giant Rio Tinto. The bill passed the Republican-controlled House on a 235-186 vote.

GOP lawmakers and business groups, including the U.S. Chamber of Commerce and the National Mining Association, say the proposed mine, 70 miles east of Phoenix, would pump billions of dollars into the Arizona economy and help create nearly 4,000 mining-related jobs.

The Obama administration and many Democratic lawmakers opposed the land swap, saying an environmental review should be completed before the exchange is made.

Democrats also complained that the mining company will not have to pay royalties to the U.S. government for lucrative mineral rights that could be worth billions of dollars. And they said the proposed mine site contains sacred Native American artifacts and important cultural areas that would be displaced by the mine.

But their arguments were overridden by Republicans who said the mine would be a major job creator and would help reduce imports of copper used in a wide range of items, including cars, lamps and computers.

"There is no excuse for the United States to depend on foreign nations for our minerals supplies when we have ample reserves that could be developed here at home," said Rep. Doc Hastings, R-Wash., chairman of the House Natural Resources Committee.

Hastings and other Republicans dismissed Democratic complaints that the bill short-circuited necessary environmental reviews. The mine project cannot proceed without a battery of federal environmental reviews and consultation with Native American tribes, Hastings said.

Rep. Paul Gosar, R-Ariz., the bill's sponsor, said the land swap "does not pre-empt anything," such as the Antiquities Act, the National Environmental Policy Act or other laws.

But Rep. Raul Grijalva, D-Ariz., said the environmental review should be conducted now, when the U.S. government has the most leverage over the project. Once land that now is part of the Tonto National Forest is turned over to private control, the government's ability to require changes and enforce the law "is really limited at best," he said.

Under the plan, first proposed in 2005, a Rio Tinto subsidiary would gain access to more than 2,400 acres of federal forest land thought to contain vast resources of high-grade copper, potentially worth billions of dollars.

In exchange, about 5,300 acres of environmentally sensitive and recreational land throughout Arizona would be transferred to federal control, including 3,000 acres on the lower San Pedro River in southeastern Arizona and 940 acres to be added to the Appleton-Whittell Research Ranch southeast of Tucson. The land is controlled by Resolution Copper Co., a subsidiary of Rio Tinto, a London and Australia-based company that operates mines worldwide.

Rep. Edward Markey, D-Mass., said the House vote rewarded a company that partners with Iran to mine nuclear material, a reference to a uranium mine in Namibia owned by Rio Tinto in which Iran has a minority stake.

Rio Tinto also faces a lawsuit in the U.S. claiming that it aided the government of Papua New Guinea in genocide and war crimes in the late 1980s. A decade-long civil war began after islanders sabotaged a copper mine that islanders said was fouling the environment. Many people were killed in violent clashes with the Papua New Guinea military.

On Tuesday, the San Francisco-based 9th U.S. Circuit Court of Appeals allowed claims of racial discrimination and crimes against humanity to go forward.

Bruce Richardson, a spokesman for Rio Tinto, said Wednesday that the company will "vigorously defend ourselves against these improper claims."

Separately, Grijalva, Markey and other Democrats complained that under current law, the mining company will not have to pay any royalties to the U.S. government for mineral rights that could be worth as much as $7 billion.

"A foreign-owned company doing business on U.S. public lands is basically getting a blank check on extraction (of copper) and a green light from Congress to go ahead and begin this without any return on the money," Grijalva said.

Jon Cherry, a vice president of Resolution Copper, said the mine could generate as much as $61 billion in economic benefit for Arizona "without the need for one dollar of federal stimulus."

The legislation hasn't yet come up in the Democratic-controlled Senate, where it's expected to encounter greater resistance.

LAS VEGAS (Reuters) ? The slot machines jangle away with the promise of sudden riches, but many visitors to a job fair at a second-tier casino here are hoping merely for a minimum-wage job to snap their losing streak.

The grim economy hasn't been the only disappointment of the past several years for those hoping to find work with the limousine companies, insurance agencies and home healthcare providers that have set up shop at this career fair.

Ask Kimberly Howard who she voted for in 2008, and she glances sideways before confiding what appears to be a shameful secret. "Obama," she mutters.

It's not a choice she plans to repeat next year. She thinks perhaps Republicans will do a better job of fixing the economy. "I hope so. I'm praying so," she says quietly.

In order for Obama to win reelection next year, he will have to convince voters like Howard to give him another chance, particularly in battleground states with high unemployment like Nevada, which the president visited on Monday.

The unemployed, long an afterthought in political campaigns, could emerge as a surprise swing constituency next year. For decades, conventional wisdom was that the unemployed did not vote as much as those with jobs.

But new research based on the current economic slump shows a different picture. People who have lost their jobs are nearly twice as likely to switch support from incumbents, according to Andrew Healy, an economist at Loyola Marymount University.

Examining local layoff notices around the 2008 election, Healy found in an national study that 39 percent of the newly unemployed who had backed the incumbent party in the prior election switched their support to the opposition, compared with only 20 percent of other voters.

That helped Obama win Republican-leaning states like Indiana in 2008, but could put him on the defensive this time in states like Nevada and Michigan, where jobless households could make up a substantial portion of the electorate.

During the last two elections as the economy has stagnated, those who have lost their jobs have actually voted at a higher rate than the employed, according to national research being developed by Matthew Incantulpo, a graduate student at Princeton University.

UNHAPPY WITH STATUS QUO

He found that those who lost their jobs before the 2008 and 2010 elections had turnout rates roughly 7 percentage points higher than a control group of voters who lost their jobs shortly after the election. In 1996, when the economy was healthy, the newly unemployed had turnout rates 10 percentage points lower than the control group.

The economic downturn has hit especially hard among large swaths of the coalition that powered Obama to victory in 2008, and many of those voters could have a hard time squaring his promises of hope and change with their own struggles.

"I don't see any changes he's made that have been positive for people," Howard says as she fills out an application form. "He keeps saying 'more jobs, more jobs,' but I've been out of work for four months and I'm not seeing any improvement."

The shaky economy is expected to be the dominant issue in the November 2012 election. Those who have personal experience with job loss could make up a significantly larger chunk of the electorate than the official 9.1 percent unemployment rate would suggest.

In last year's congressional elections, a historic rout for Obama's Democrats, nearly one in three voters had experienced a job loss in their households, according to exit polls.

Next year's election could see a similar pattern as the jobless rate is projected to remain above 8 percent.

Obama aims to convince voters he is a better bet to boost the economy than his eventual Republican rival. Since September, he has been campaigning on his American Jobs Act, which has been blocked by Republicans in Congress.

"The President brought the economy back from the brink of another depression and he has fought for a fairer economy that rewards hard work and responsibility," said campaign spokesman Ben LaBolt. "He is fighting every day to create jobs and restore economic security for the middle class."

That argument doesn't carry much weight with those at the job fair who backed Obama in 2008.

"He could have done a lot more from what he promised at the beginning and I just haven't seen it happen," says Augistin Zaragosa, 49. "The help that he gave us all a couple years ago, that was basically nothing."

LABOR UNIONS GET INVOLVED

Democrats' traditional allies in the labor movement are trying to mobilize the unemployed.

With the help of the Service Employees International Union, Linda Overby, an out-of-work painter in Las Vegas, has been organizing protests at the local offices of Republican lawmakers who oppose Obama's jobs bill.

Participation has grown as the protests have harnessed the anger many feel about Republican efforts to erode workers' rights, she said, and the Occupy Wall Street has helped to raise awareness as well.

"I am seeing people start to wake up," Overby said.

But increased activism does not necessarily equal increased support for Obama.

The International Association of Machinists counts 10,000 to 15,000 members in its Union of Unemployed, an effort to counteract the sense of isolation that can come with job loss and push for policies that would help those looking for work.

The group views Obama's jobs bill as a mixed bag, and an unscientific survey found widespread dissatisfaction with his presidency, even among Democrats.

"These folks are the swing voters of the next election cycle," said Rick Sloan, the group's executive director. "If they don't see any change in their lives, they're going to vote for a change."

Obama's bill would continue enhanced unemployment benefits in place since 2009 but that would do nothing for those who have been jobless for so long they have already exhausted them, Sloan said.

Sam Guy, a 24-year-old who hopes to find work in the insurance industry, said he hasn't decided how to vote next year. But his enthusiasm for Obama has waned. "I'm not rolling around with a bumper sticker this time," he said.

If each of the GOP presidential candidates were in an elementary school class, what type of classmate would they be?

Decoder listened in on a focus group of a dozen voters in Cincinnati, Ohio, Monday evening, where the conversation ranged from Herman Cain (who ?intrigued? nearly all the participants) to Occupy Wall St. (which evoked a general positive feeling, although not unanimous) to Barack Obama?s term in office (with responses all over the map.)

But perhaps most concisely pinning down how voters feel about the 2012 candidates was the aforementioned simple question from moderator Peter Hart of Hart Research, orchestrating the focus group on behalf of the Annenberg Public Policy Center at the University of Pennsylvania. Without further ado:

GOP pitches transportation bill as jobs program (AP)

WASHINGTON ? House Republicans are pitching a six-year transportation construction plan as a major jobs bill that can win bipartisan approval before next year's election, a key GOP lawmaker said Monday.

Even while prospects for enacting President Barack Obama's jobs plan have dimmed, Republican backing has grown for a long-term transportation bill to boost employment. Transportation and road-building industries, especially the beleaguered construction industry, are also pressuring lawmakers to make a multi-year commitment of federal funds. Without that, states and private investors will have trouble financing large infrastructure projects.

The most significant obstacle to passing the bill was eliminated when GOP leaders recently agreed to keep spending on highway programs at current levels even though gas tax revenues are declining, said Rep. John Mica, chairman of the House Transportation and Infrastructure Committee.

The GOP bill would spend about $285 billion over the six years, but would spur far greater investment in roads, bridges, and transit systems through federal loans and loan guarantees, Mica said at a media briefing.

"This is what we hope will be the core of not just a Republican, but a congressional jobs effort," Mica, R-Fla., told reporters.

Still unclear is where Republicans will find the funds to make up as much as a $100 billion shortfall between gas tax and other transportation tax revenues and what they are proposing to spend. House Speaker John Boehner, R-Ohio, suggested last month that royalties from expanding oil and gas development might be one way to find the money, but any proposal along those lines is likely to draw strong opposition from Democrats on environmental grounds.

GOP leaders are exploring a variety of possible funding sources, Mica said.

"We haven't come up with a solution, but we will find a way to fund at least current (spending) levels," he said.

He said his target for passing the bill is March 31, when current authority for highway programs expires.

Last month, Obama announced a $447 billion jobs plan that included new spending on infrastructure, education and aid to state and local governments paid for in part by tax increases on the wealthy. His plan includes $50 billion to immediately put Americans to work building roads, bridges, airport runways and other projects. But efforts to pass the full measure were blocked by Senate Republicans, who see the president's proposal as a second economic stimulus.

That's left Obama and his Democratic allies pushing lawmakers to pass the bill in individual pieces, an uncertain prospect at best.

Historically, highway programs ? and, since the 1980s, transit programs as well ? have been paid for primarily by gas and diesel taxes that go into a federal trust fund. Every five or six years Congress has passed a long-term plan for spending those funds.

But the last long-term transportation plan expired more than two years ago. Congressional efforts to pass a new plan stalled primarily because lawmakers have been unable to agree on how to pay for the program in the face of declining gas tax revenues. Boosting the gas tax is politically unpalatable to both parties.

Meanwhile, Congress has kept highway and transit programs going through a series of eight short-term extensions.

Earlier this year, House GOP leaders were adamant that any transportation bill be paid for entirely through trust fund revenues to prevent increasing the federal deficit. That would have required cutting spending by about a third.

Since then, "I think everyone came to the understanding we need more money in transportation," Mica said.

Mica's Senate counterpart, Environment and Public Works Committee chairman Barbara Boxer, D-Calif., has proposed a two-year, $109 billion transportation bill. She and Finance Committee Chairman Max Baucus, D-Mont., have been struggling to find an extra $12 billion to meet lawmakers' demands that the bill be fully paid for.

Committee action on the Senate bill is scheduled for early November.

Boxer said she was pleased House Republicans have given up demands that transportation spending be cut by a third.

"Their support for higher funding levels is a very positive thing," Boxer said in an email. "I am confident that (the Senate) will pass a two-year bill which would be fully paid for, and I am very open to a six-year bill as long as it is fully paid for in a way that has bipartisan support and does not cut jobs elsewhere in the economy to pay for transportation."

Mica rejected Obama's proposal to create a $10 billion "infrastructure bank" to spur private sector investment in transportation and other projects of national or regional significance. He said it would take too long and cost too much to set up the bank. Republicans have also said they fear a bank might be vulnerable to political considerations when choosing which projects to fund.

However, both Mica and Boxer are proposing to increase an existing federal program that provides loans and loan guarantees for major transportation projects. The Transportation Infrastructure Finance and Innovation Act program currently spends about $120 million a year; both lawmakers would boost its funding to $1 billion annually.

"There's not that much that separates us on this," Mica said.

Aussie coast fears rogue shark may have killed 3 (AP)

CANBERRA, Australia ? The sudden death of an American diver in the jaws of a great white shark off Australia's southwest coast has raised the specter of a rogue man-eater preying on a renowned aquatic playground and killing three men in two months.

Scientists say three sharks more likely are responsible, and the three cases are sheerly unfortunate encounters with nature.

Australia's southwest corner has been better known for whale and dolphin-watching cruises, white sandy beaches, world-class surf breaks and the peppery shiraz of its Margaret River premium wineries than for fatal shark attacks.

"This is a unique set of circumstances, and I'm desperately ... praying this is not the beginning of a new trend ... and we're going to have these on a regular basis," Western Australia state Fisheries Minister Norman Moore said on Sunday, referring to the three recent deadly attacks.

The latest was Saturday when American George Wainwright was attacked while diving solo off a boat near Rottnest Island, a few miles from the city of Perth in Western Australia state.

His mother, Sharon, in Panama City, Florida, said the family was in shock and she declined to comment further when reached at home Sunday morning by The Associated Press.

The state government set tuna-baited hooks off the island Sunday, the first time authorities have used an emergency legal exemption from the state protection of great whites as an endangered species in the interests of protecting the public.

Western Australia Premier Colin Barnett also said his government would consider shark culls, responding to locals' complaints that shark numbers are increasing off bustling beaches in one of Australia's fastest growing population areas.

But Barry Bruce, a federal government marine biologist with extensive research experience in tracking the movements of tagged great whites via satellite and in examining their behavior, said it was unlikely that a single, lurking predator killed the three recent victims.

"What we've seen tragically is three cases of people by sheer bad luck being in the wrong place at the wrong time," he said.

"If you're in the path of a white shark that is in the process of hunting its natural prey, that's an exceptionally dangerous situation to find yourself in," he added.

He said the great white population was not growing but shifting around the world for reasons that scientists do not fully understand.

Great whites are known to follow whale migration up the west Australian coast through the current spring and return south late in the summer.

Bruce dismissed theories of a single man-eater as unfounded speculation.

"A more plausible explanation is that this is the time of year when sharks move along the coast, and there are undoubtedly multiple sharks out there following this exact pattern," Bruce said.

Barbara Weuringer, a University of Western Australia marine zoologist and shark researcher, agreed. She urged against a shark hunt, saying there was no way of telling which shark was the killer without killing it and opening its stomach.

"It sounds a little bit like taking revenge, and we're talking about an endangered species," Weuringer said.

But a southwest coast-based diving tourism operator called on the state government to kill sharks that pose a threat to humans.

"The nuisance sharks ? the problem sharks that move into an area and are aggressive ? should be dispatched to remove the risk of future attack," Rockingham Wild Encounters director Terry Howson told the AP.

Howson has been campaigning for government action on sharks since one of his tour guides, Elyse Frankcom, was injured in a shark attack last year.

"It's absolutely hurting the tourist trade," he said. "Australia is getting a name for itself as being full of dangerous animals."

Wainwright's two companions said the diver was already dead when his body surfaced beside their boat moments after a flurry of bubbles had erupted on the gray ocean surface.

The shark, a 10-foot (3-meter) great white, surfaced and even nudged the dive boat as Wainwright's friends hauled in his remains and powered for shore, officials said.

A great white of the same size is believed to have taken a 64-year-old Australian swimmer off Perth city's premier Cottesloe Beach on Oct. 10. The beach is 11 miles (18 kilometers) east of Rottnest Island.

The man's remains were not found, but his shredded swimming trunks suggested the size and type of shark that took him.

Both attacks followed the Sept. 4 death of a bodyboarder attacked by a shark described as 15 feet (4.5 meters) long at a beach south of Perth. Witnesses were unsure of the type of shark.

The continent averages little more than one fatal attack a year along an expansive 22,000-mile (35,000 kilometer) coast. But it is a primary home of the fearsome great whites, a large species in which some animals can grow to 20 feet long (6 meters).

The film classic "Jaws" famously used a mechanical shark for close-up action, but live shark footage was filmed in Australia. One is a scene in which Richard Dreyfuss is in an underwater shark cage, and live sharks doubled for the movie killer in long-range shots as well.

UBS to target 10-15 percent return on equity: report (Reuters)

ZURICH (Reuters) ? UBS (UBSN.VX) (UBS.N) will cut its return on equity target by 5 percentage points to 10-15 percent at an investor day next month when the Swiss bank is expected to announce shrinking its investment bank, a newspaper reported on Sunday.

The SonntagZeitung said the new target would be announced by Sergio Ermotti who took over as interim chief executive last month after Oswald Gruebel stepped down over the $2.3 billion unauthorized trading scandal.

UBS declined to comment on the article.

Two years ago, Gruebel set a medium-term return-on-equity target of 15-20 percent along with other ambitious forecasts which he had already been forced to abandon in recent months as the UBS investment bank failed to deliver.

Citing an unnamed manager familiar with Ermotti's plan, the newspaper said Ermotti would not set an absolute profit target but would announce cuts to the investment bank, which should in future be oriented to serving the wealth management business.

However, the newspaper said UBS wanted to maintain its leading position in some investment banking businesses, including global foreign exchange and equities trading.

The 51-year-old Ermotti, who only joined UBS in April after being passed over for the top job at Italy's UniCredit (CRDI.MI), has made overhauling the investment bank a priority.

He is expected to announce details about the revamp at an investor day on November 17 and the unit is bracing for more job cuts in addition to the 3,500 for the whole bank announced in August.
