AUSTIN, Texas - A new Department of Energy research facility could help bring the U.S. closer to generating power from the winds and waters along America's coasts and help alleviate a major hurdle for offshore wind and ocean power development.
Will Shaw, an atmospheric scientist at DOE's Pacific Northwest National Laboratory, will describe plans for the facility at an 11:45 a.m. talk today at the 93rd American Meteorological Society Annual Meeting, which runs through Thursday in Austin, Texas.
The Reference Facility for Offshore Renewable Energy will be used to test new technologies designed to determine the power-generating potential at sites along U.S. shores. Research at the facility will help verify that the technologies can collect reliable data and help improve those technologies. This knowledge provides potential investors confidence when reviewing offshore development proposals. Questions about the accuracy of offshore data from new measurement technologies have made some investors hesitant to back offshore energy projects.
Current plans are for the facility to be located at the Chesapeake Light Tower, a former Coast Guard lighthouse that is about 13 miles off the coast of Virginia Beach, Va. Scientists representing industry, government and academia are likely to start research at the facility in 2015. Pacific Northwest National Laboratory will shape and prioritize the research conducted there, while National Renewable Energy Laboratory will manage the facility's remodeling and operations.
PNNL will form an interagency steering committee to determine the facility's research priorities and procedures. Research will primarily focus on offshore wind, but will also include underwater ocean energy and environmental monitoring technologies. Part of NREL's renovation of the former lighthouse will include installing research equipment. Such equipment includes a meteorological tower that reaches 100 meters above sea level, which is the height of offshore wind turbine hubs.
The harsh environment and remote locale of offshore energy sites makes new technologies necessary to assess the power-producing potential of offshore sites. Strong winds and high concentrations of salt, for example, mean data-collecting equipment needs to be heavy duty and extremely sturdy to operate offshore. And while land-based wind assessment is often done by placing meteorological equipment on a tower, the challenges of anchoring similar towers into the ocean floor can increase costs substantially. As a result, offshore energy developers are looking at new ways to gather precise wind measurements at sites of interest.
Among the new technologies that are expected to be tested at the reference facility are devices incorporating LIDAR, also known as light detection and ranging, to measure offshore wind speeds. With these instruments, researchers measure wind strength and direction by emitting light and then observing when and how some of that light is reflected off of tiny bits of dust or other particles blowing in the breeze. LIDAR devices for offshore wind measurement would be placed on buoys in the ocean. However, ocean waves move buoys up and down, which would also send the device's light beams in multiple directions. So scientists have developed methods to account for a buoy's frequently changing position to collect the wind data they need.
That's where the reference facility comes in. Mathematically corrected data from buoy-based LIDAR is a new ballgame for the wind energy industry. To prove that the data they collect are both reliable and accurate, wind assessment LIDAR devices would be placed both on buoys floating near the facility and also on the facility itself. Wind data would be collected from both sources and evaluated to determine the buoy-based technology's accuracy.

Steve Rosenbaum: Looking at the Web From a World Away
Traveling outside of the U.S., you quickly get a sense of just how much the Internet has changed how we gather and validate information. Our access to information, and how we use crowd knowledge has changed dramatically in a few short years.
In planning a trip to Italy with my family, I found myself embracing a wide range of information sources. A variety of form-factors, each with its own place in my knowledge gathering mission.
The family trip was to Italy, specifically Rome, Florence, and Venice. Ten days, two airplanes, two trains, and a ton of walking.
First, before departure, I gathered a collection of guide books from Lonely Planet and a large fold out map of each city -- the books for deep reading and the maps to layout on the dining room table and plot our journey. Then, a deep dive into Google maps to understand the distance from place to place, from hotel to train station, and the "walkablity" of cities like Rome, Florence and Venice. Finally, a pre-visit journey via Google street view to see what our various locations looked like, and how neighborhoods and streets felt as you virtually "walked" down them. Street view was a new tool in our arsenal.
Then, we booked again a mix of web, trip planner (europeandestinations.com) and human travel agents. And, finally, apps -- downloadable apps for each city, as well as language apps and translation apps. My wife and 15-year-old son and I did all this together, planning an itenierary, destinations, and travel from city to city -- airplane to Italy, trains from city to city, and then a flight out.
Once on the ground, I found two big changes in how the web has impacted travel.
First, TripAdvisor. My memory of TripAdvisor was that it was mostly a collection of unhappy travelers complaining about a hotel or restaurant they didn't like. But that was years ago, and boy has it changed. In Rome, TripAdvisor helped us find two of our three evening dinners -- with reviews from good natured fellow travelers who shared tips, favorite dishes, and warning about oddities. I found TripAdvisor to be 100 percent on point, allowing us to budget rather than be surprised at costs, and to go off the beaten trail. Sure, the hotel concierge was a help for booking, but from city to city, concierge were uneven (great in Rome, ok in Florence, unhelpful in Venice).
The combination of Trip Advisor and GPS navigation made it easier to explore outside of tourist zones, feel confident even when rather lost, and not be at the mercy of cab drivers or local tour guides.
TripAdvisor's community was so helpful, so warm, and so engaging that I did something I never expected to do, and ended up reviewing a number of restaurants while on the trip. In Rome, one restaurant was good, though more expensive than we'd expected (the concierge said 'reasonable') and they added a charge for the bread basket to the bill -- which seemed a bit surprising. A positive review with two warnings seemed like right bit of information to share with fellow TripAdvisor travelers.
And then there was an entirely new behavior. In the past, I've shot some pictures on a trip and shared them with a few firends and family on our return. This time, I took along a new Sony nex-5r, with a stunning 16 MP APS-C sensor, a small form-factor, and a light weight body. The result? Hundreds of pictures from each city -- most shot by my son. Again, with WiFi in each hotel, we uploaded, edited, and shared on Facebook. The result was a wonderful flow of comments, "likes," and suggestions from our friends of their favorite sites and restaurants. It was as if we took our shared community on vacation, got to share our experiences in almost real time, and to enjoy the social network feedback on a city by city basis.
A word about WiFi. Clearly vacationers want it and hotels and many restuants now offering it free. But don't expect that they fully understand why we need it. In Venice, at the otherwise wonderful Palazzo Selvadego (an affilaite of the Monaco Grand Canal) we were offered a single login and password. It was good for just one device we were told. When our son went and ask for two more log ins (we each had or own devices) the concerige seemed shocked that we would ever need so many logins. But, of course we did. To share, connect, and check email. WiFi is still a strange creature and while ubiquitous, it isn't understood -- yet. Also, charging devices is a bit of a trick. We brought converters for up to three devices, and had no problem in Rome. But at the otherwise warm and inviting Albini in Florence, there was only one outlet, tucked in the corner. In Venice, outlets a-plenty.
One final note about food. Away from home, trying new things is always a bit risky. It's why so many travelers end up in restaurants near major attractions. But with TripAdvisor and my friends advice, we were able to go down many alleys and explore local haunts far off the beat trail. The knowledge of the crowd made us more adventurous, and the result was both rewarding and delicious.
Technology is changing how we plan, share, and enjoy travel. And being connected to fellow travelers -- both actual friends, and the large community of visitors -- means there isn't as likely to be a tourist trap or unplanned expense or "fee" that is foist upon a first time visitor. It may happen, but if so, be assured that it will be posted on TripAdvisor to warn the next traveler who comes along.
Overall, tech is making travel safer, more fun, and easier to share and enjoy.

Air Berlin Introduces Fully-Flat Business Class Seats | Frequent ...
Air Berlin announced the launch of an all-new business-class product on board its A330 long-haul fleet. The new seat is the same used by Abu Dhabi-based Etihad Airways, which owns 29% of the carrier, in its business-class cabins.
The redesigned business-class cabin has 19 seats which recline to a fully-flat position of 180? and offer also a massage function (the prior generation of Air Berlin business-class seats only reclined to 172?). ?All seats have direct-aisle access and the majority are individual seats (i.e. there is no adjoining seat).
Each seat has a 15? display for the in-flight entertainment system with over 200 hours of programming including a selection of movies, TV shows, music, and games. ?Each seat also has a USB port.
The first plane equipped with the new business-class was an Airbus A330-200 with the registration D-ALPD. The plane made its first flight, a trip from D?sseldorf to Abu Dhabi, during the last week of December 2012.
In addition to its stake in Air Berlin, Etihad recently acquired the airline?s topbonus frequent flyer program.
The new business-class seat is the Solstys model manufactured by Sogerma, a company owned by EADS, which also owns Airbus.

House gives final passage to fiscal cliff bill
WASHINGTON (AP) ? Legislation to block the "fiscal cliff" is headed to the White House for President Barack Obama's signature. The bill will avoid, for now, the major tax increases and government spending cuts that had been scheduled to take effect with the new year.
Final approval came in the House on New Year's Night. The vote was 257 to 167.
The Senate passed the bill less than 24 hours earlier.
The measure raises tax rates on incomes over $400,000 for individuals and $450,000 for couples, a victory for Obama.
It also extends expiring unemployment benefits for the long-term jobless, prevents a cut in fees for doctors who treat Medicare patients and cancels a $900 pay increase due to lawmakers in March.
Another provision is designed to prevent a spike in milk prices.

Currently, I am doing a trademark search, and ran into a Nolo article which states that "searching for unregistered trademarks is important because, even if a trademark is unregistered, its existence could prevent you from registering the trademark in your own name or from even using the trademark legally." How does a trademark have legal rights, if it is not registered with the USPTO? Also, if my trademark becomes registered, yet the prior user has his/her trademark still unregistered, would there be any way they could win the case, as my TM has rights, and their trademark does not??Yes, owners of unregistered (or "common-law") trademarks have legal rights within the geographic areas in which they operate.?An unregistered mark can sometimes stop a subsequent federal user in the same geographic area. The registration process.?Some people believe that registration is the process of turning a name into a trademark. Actually, it's the opposite. Registration gives the owner a presumption of ownership, provides constructive notice to other companies in the U.S., and offers the hope of incontestability (after a few years). Registration may also increase your payment in case of a willful infringement.
The unregistered trademark.?As noted, an unregistered first user of a trademark can often claim trademark rights within the geographic selling area. But keep in mind that having?an unregistered name is not the same as having an unregistered trademark. You can't claim trademark rights, unless the moniker meets the legal requirements of a trademark -- ?that is it's distinctive and associated with your goods and services.
The way it is. All that said, nowadays, the tendency is to register as much as possible. That's partially attributable to the Internet: registration helps in domain name battles and the Internet has made made many regional (previously local unregistered) trademarks into national businesses. In addition, registration is now de rigueur for startups whose equity investors perceive it as adding value.

Hallo,I am really new to scripting in Lua, so i have some basic questions.
I am normaly using PureData and dicided I could try to rebuild some of my PureData things with scripting in Renoise. So I need some basic tips to get startet.
I realised through other threads that it is not possible to trigger an instrument via the api directly.
I have to start the OSC Server connect me to this Server and send OSC messages to it right?
I managed to to this verry simple with the OSC example.
The i realised thanks to MXB and the irc channel how i can make timed actions in Lua. ( renoise.tool():add_timer(myfunc, 1000) )
One thing i didn't solve was the use of midi in lua... i tried the following from the example but had no success. Any ideas what is missing?
the example should print some text in the terminal but nothing shows up...

It depends on what is midi inputs[1], have you first of all printed out the devicename for inputs[1]? Perhaps it is not the midi device that you are controlling.

1 - It should be
2 - If you don't send a note off, it will trigger a new note, but up to a maximum or 12 notes per track and 6 notes in NNA.
3 - Notes only stop automatically playing if the sample isn't looped, frankly the whole NNA and note-off deal is just a serious gameplayer as control through Midi is.
4 - You could create a custom OSC function in the GlobalOSCActions.lua of the scripts folder where you can simply perform a "stop song" play which should more or less act as panic and stop all instrument play, but i haven't tested this myself. There is an existing function /transport/panic.
5 - See 4:add a custom made lua function that responds to a custom designed OSC call that would perform the API call by using the renoise.song() api. There are some testscripts in the scripts\Snippets folder where you can toy with and ofcourse you can inspect the contents of the GlobalOSCActions.lua to see which custom made lua functions are in there including the descriptions of what they are made for and how you can add your own.
I believe this + PureData is a double-win.

I'm not that familiar with the midi or osc API trickery, but in this case I'd say using rprint instead of print would get you further. Rprint is an addition for recursively printing out lua tables. Instead of the "table: 0x6b764c0" (which I think is only the address at which the table holding the midi devices resides) you'll get a list of all the elements of the table.
If those elements are some objects like say renoiseMidiDevice-objects (making this up as I go along), you can query even further by doing an oprint (Object print) on those.

now how to handle the values the best way? create a table and set all values to 0. then fill the entrys with the values when something changes?
i think this is important because otherwise i get NIL errors.
is there something like a range mapper function in the api...

I use this function to indiscriminately dump the info I want, whatever it is:

I don't understand. Why not just check for nil? (== nil, ~= nil)
I don't know of any mapper feature. I usually just use `for i=1,#foo do` where foo is a table and # means "count". But, there are some extended table functions like table.find() that could maybe help?

Hobbit ramps up interest in travel to NZ - Stuff
Travel websites have reported significant growth in searches and bookings for New Zealand this month, after the worldwide release of The Hobbit.
The flight search website Sky scanner.com recorded a 102 per cent increase in worldwide searches for flights to New Zealand this month compared with December 2011, including a 117 per cent spike in searches for flights to Wellington.
The foreign currency exchange group Travelex has reported a 26 per cent increase in pre-orders for New Zealand dollars compared with December 2011.
Air New Zealand bookings from the United States were reported to have nearly doubled on the day before the November 28 world premiere in Wellington, and increased by a third in Japan after a Hobbit promotion there.
The worldwide tour operator Trailfinders, which has introduced a Hobbiton Express Day Tour from Auckland for 2013, has reported almost a 10 per cent increase in forward bookings to New Zealand for the new year.
Positively Wellington Tourism chief executive David Perks said he had noted a growth in interest in New Zealand as a travel destination in Britain, "and a much more positive vibe about bookings" since September.
He said the international media coverage of Wellington as a result of its hosting the premiere had increased the city's global profile, and this was expected to lead to a surge in bookings.
"We were really pleased how much coverage we achieved.
"We knew from when Wellington hosted the last Lord of the Rings premiere [The Return of the King in 2003] that coverage meant a significant surge in bookings, but we weren't sure how different global financial conditions would affect that.
"The indicators have been good since the noise around The Hobbit started to grow in September."
Tourism New Zealand spokeswoman Deborah Gray said there had been a surge in Hobbit-related searches on its newzealand.com website. Searches for "hobbit", "Hobbiton", "Lord of the Rings" and "Middle-earth" were up 265 per cent for November compared with the previous three-month average.

Mood drug no help for smoking cessation in prison study
NEW YORK (Reuters Health) - The addition of the antidepressant nortriptyline to conventional smoking cessation therapy didn't improve the chances of longterm success among male prisoners, Australian researchers have found.
Depression and other mental illnesses raise the likelihood of smoking, and quitting can depress a person's mood - which in turn can make it harder to quit. Studies have shown that antidepressants, including nortriptyline, can improve the success of smoking cessation efforts.
And prison inmates are notoriously heavy smokers, with higher rates of depression and other mental illness than the general population.
But the new study found that nortriptyline (marketed as Aventyl) - which is not FDA-approved for smoking cessation but often is used for that purpose - did not seem to help inmate smokers stay tobacco-free over time.
Compliance with the therapy appeared to a significant issue, however, said Robyn Richmond, a public health researcher at the University of New South Wales, in Kensington, who led the study.
Prisoners who were faithful to the treatment as ordered at least three-quarters of the time were much more likely to break their smoking habit than those who could not stick to the regimen, Richmond told Reuters Health.
Another factor, Richmond added, was that the prison population in the study tended to migrate, making follow-up of the participants difficult.
"One thinks that you have a captive audience" in prison studies, she said. "However, half of the prisoners were either transferred to another prison within the study or released into the community."
The study, which appears in the journal Addiction, included 425 male inmates from prisons across Australia. All were smokers, with a habit lasting on average 20 years and more than 23 cigarettes a day.
Nearly three-quarters of the inmates in the study had tried to quit in the previous year, according to the researchers.
All of the prisoners in the study received 10 weeks of smoking cessation therapy consisting of nicotine patches and two sessions of behavioral counseling. To that was added either a dummy pill or nortriptyline.
The researchers recorded the inmates' tobacco use at three, six and 12 months after the end of treatment, relying on self-reporting and direct measurements of exhaled carbon monoxide, a byproduct of smoking.
At the three-month mark, about one-quarter of prisoners who had received the antidepressant had managed to stay off smoking continuously, compared with 16 percent of those who had not taken the drug. But by the one year mark, the abstinence rate had fallen to about 11 percent for both groups.
Psychologist Karen Cropsey, a smoking researcher at the University of Alabama at Birmingham, said most jails and prisons in the United States have significantly restricted tobacco use by inmates. Roughly half of prisons, and many jails, now ban smoking completely, she said, while facilities that permit it typically require inmates to go outside to smoke.
Cropsey, who has studied tobacco use by female inmates, said the latest work is the first to look at smoking by male inmates.

Japan's midnight bunny off endangered species list
The Amami Black rabbits are found only on the tiny islands of Amami Oshima and Toku no shima in the Nansei Islands far out to sea near Okinawa.
The special bunny has seen a series of promotions in status over the years, firstly becoming a natural monument in 1921, protecting it from being hunted. Then in 1963 the bulky bodied, short hind legged rabbits was then further elevated in status to special natural monument, preventing both hunting and trapping of the isolated species.
The short eared black rabbit survived on the tiny Japanese islands which were predominantly free of predators until the onset of introduced species.
Destruction of the rabbit's natural habitat for construction purposes is also said to have contributed to the decline.
Also referred to as the Ryukyu rabbit, it is known for its strange behaviour. This nocturnal forest dweller buries its babies in a hole in the ground, covering them with dirt to evade hungry predators and only returns at midnight to uncover her young while watching out for would be attackers.
The mother then feeds her young milk, before tucking them back into the earth packing the soil down with her front paws.
The furry national treasure breeds only twice a year, giving birth to just one or two young at a time.
