Ford to fix throttle on older Taurus, Sable sedans

(AP) ? Ford has agreed to fix sticky throttles on nearly 468,000 Ford Taurus and Mercury Sable sedans.

Because of the company's decision, U.S. safety regulators have closed an investigation into the problem.

Last fall, the National Highway Traffic Safety Administration began investigating cars from the 2000 through 2003 model years. The safety agency and Ford received 100 complaints about throttles on cars with 3-Liter, four-valve Duratec V-6 engines.

The agency says Ford agreed to a "customer satisfaction campaign" and will fix problems for free.

Ford says the throttle cables can be damaged or disconnected during maintenance. Five crashes were reported, but no injuries.

Dealers will inspect the cables and add reinforcement to tabs that hold the cables in place. If the tabs are missing, the whole cable will be replaced.

NHTSA closed its investigation this past Wednesday, the agency said in documents posted Sunday on its website.

Ford says in a letter to dealers that they should replace throttle cables that have missing retention tabs. All the vehicles will get a reinforcement clip that will better hold the cables in place.

Ford was to mail letters to owners starting June 24, and dealers were told to repair vehicles even if the owners don't have the letters.

The Ford Taurus and Mercury Sable and are nearly identical cars. Ford ended the Mercury brand more than two years ago.

Tribune to acquire 19 TV stations for $2.73B

(AP) ? Tribune Co. said Monday that it reached a deal to buy Local TV Holdings LLC's 19 TV stations for $2.73 billion in cash, significantly boosting its television business as it looks to sell its newspaper operations.

Tribune currently owns 23 TV stations and cable network WGN America, along with the Chicago Tribune, Los Angeles Times and other newspapers. It says the deal will make it the country's largest commercial TV station owner with 42 stations.

Tribune Co. said it expects the deal to boost its profits immediately and result in more than $100 million in annual cost savings within five years. Local TV's holdings include stations in Denver, Cleveland, St. Louis and other major cities.

Meanwhile, the Chicago company said the increased scale will help it maximize its national and local advertising sales, while also giving it a larger footprint to distribute its video and digital content.

"This is a transformational acquisition for Tribune ? it makes us the No. 1 local TV affiliate group in America, expands the distribution platform for our high-quality video content, and extends the reach of our digital products to new audiences across the country," ?Tribune Co. President and CEO Peter Liguori said in a statement.

Tribune Co. is trying to sell its newspapers to focus on its more profitable broadcasting operations. The newspaper sale is being done at the behest of a group of lenders that took over the Tribune as part of a bankruptcy reorganization.

The newspapers have been hurt by a shift that has driven more readers and advertisers to the Internet and mobile devices. The downturn in print advertising was one of the factors that caused Tribune Co. to file for Chapter 11 bankruptcy protection in 2008. It emerged from court oversight at the end of 2012.

Other traditional newspaper companies are also adding TV stations. Last month, Gannett Co., the publisher of USA Today, announced plans to buy TV station owner Belo Corp. for about $1.5 billion. If approved, the all-cash deal will make Gannett the fourth-largest broadcast group in the U.S.

Local TV is principally owned by private equity firm Oak Hill Capital Partners.

The deal, which remains subject to antitrust and Federal Communications Commission approvals, is expected to close by the end of 2013. Tribune Co. said it has received committed financing of up to $4.1 billion and expects the deal will be financed through a combination of debt financing and cash on hand.

AOC Q2963PM

If you have more than one monitor on your desktop and want to free up some valuable workplace real estate, consider replacing it with an ultra-wide monitor like the AOC Q2963PM . This 29-inch display has a resolution of 2,560-by-1,080, a 21:9 aspect ratio, and an IPS panel that offers rich color reproduction. It offers every video port you'll ever need and is reasonably priced, but it's not without a few minor flaws; it loses luminance when viewed from a top and bottom angle and it lacks ergonomic adjustability.

Design and Features
The Q2963PM's massive screen is housed in a matte black cabinet with uber-thin top and side bezels. The side bezels are curve around to the back of the cabinet and the 0.75-inch bottom bezel holds a small shiny AOC logo. There are four function buttons, a power switch, and a blue LED power light on the right side of the cabinet. None of the buttons are labeled but that's not a problem; pressing any key brings up an on-screen label that uses large icons to describe what each button does.

All of the I/O ports are mounted on the wedge-shaped stand, which has a removable base so you can hang the monitor on a wall using the VESA mounting holes. On the right side of the mounting arm are DVI, VGA, and DisplayPort inputs, while halfway down the arm, just above where it is connected to the base, there is an HDMI input, a DisplayPort output, an audio input, and a headphone jack. The DisplayPort output makes it possible to daisy chain multiple monitors using special DisplayPort Multi-stream cables (not included). The stand has a hinge that lets you tilt the panel forward and backward but there are no height, swivel, or pivot adjustments.

Picture settings include contrast, brightness, gamma, and Eco mode, which is AOC's name for picture mode and includes Standard, Text, Internet, Game, Movie, and Sports presets. Color settings include red, green, and blue level adjustments, Color Temperature, and Dynamic Color Boost (DCB), which offers green, blue, and skin tone enhancement settings.

The Q2963PM comes with a couple of neat utilities, including Screen+, a screen splitter that lets you split your desktop into different panels, with each panel displaying a different window. All you have to do is drag a window to the selected panel and drop it. Also included is the AOC e-Saver power management software, and i-Menu, which lets you change picture settings using a keyboard and mouse rather than the function buttons. Included in the box are VGA, DVI, and HDMI cables as well as a resource CD. The Q2963PM is covered by a three-year parts, labor, and backlight warranty.

Performance
The Q2963PM uses an IPS panel that delivers rich color quality and good grayscale performance. It was able to accurately reproduce all steps of the DisplayMate 64-Step Grayscale test and there was no evidence of tinting in the middle of the scale. Colors were mostly accurate; as shown in the color chart below, reds and blues were nearly perfect (the closer the dot is to its corresponding box the more accurate the color) but greens were a bit oversaturated, which is fairly common among affordable monitors given green's huge color space. Fortunately, the saturated greens did not result in greenish highlights or skewed colors.

Viewing angles performance was generally good, although there was a slight loss of luminance when viewed from the top and bottom angles. I noticed this with the Dell UltraSharp U2913WM also. The Q2963PM's 5-millisecond (black-to-white) pixel response handled fast motion video without any noticeable smearing or blur. In fact, this monitor is ideal for watching movies, whether in a separate window or in full screen mode. It offers crisp image detail and the embedded 3-watt speakers are nice and loud, although they could use a bass boost.

The Q2963PM used 33 watts of power during testing while operating in Standard mode. That's a few watts less than the 29-inch Dell U2913WM (36 watts) and significantly lower than the 30-inch Dell UltraSharp U3014 (60 watts).

If you require a dual monitor setup but don't have the room on your desktop, the AOC Q2963PM is a good bet. It offers good color and grayscale performance, loads of video inputs, and multiple monitor support. And, it's reasonably priced. That said, a USB hub would be a welcome addition, as would a height adjustable stand. Both the NEC MultiSync PA271W and Dell UltraSharp 3014 offer multiple USB ports and highly adjustable stand, but you'll pay significantly more for these features and don't get the full Ultra-wide, 21:9 screen.

Feedback: Drum To Lose 1,500 To 2,000 Troops

Story Published: Jun 25, 2013 at 4:34 PM EDT

Story Updated: Jun 25, 2013 at 6:42 PM EDT

The Pentagon says Fort Drum will be losing its 3rd Brigade Combat Team.

Fort Drum Commander Major General Stephen Townsend said the net loss could be between 1,500 and 2,000 soldiers.

"Even with the loss of a brigade, I don't expect the overall reduction to have a significant impact here at Fort Drum as we expect additional maneuver battalions to be assigned to our remaining brigades. After the addition of these units to the remaining brigades, we expect the net loss to be somewhere between 1,500 and 2,000 soldiers," said Townsend in a prepared statement.

The Pentagon announced a reorganization of the Army Tuesday.?

The 3rd BCT will be inactivated by 2017 and its remaining troops will be absorbed into the 1st and 2nd Brigades.?

The 3rd BCT, known as the Spartans, was activated at Fort Drum in September 2004.

Since then, the Spartans have deployed three times to Afghanistan.

One more deployment is anticipated before inactivation.

"The soldiers of 3BCT epitomize the combined spirit of the legendary Spartans of ancient Greece and the courageous 10th Mountain veterans of World War-II. Their history will be recorded and remembered as our history, the heroism, expertise and sacrifice of the Spartan Brigade will not be forgotten," said Townsend.

The 3rd BCT is made up of roughly 3,500 soldiers.

Fort Drum is home to approximately 19,000 troops.

The cuts will take place over four years and represent about 9 percent of Drum's forces.

"The net loss of about 1,500 folks over a four year period with extended dwell time, like has no material impact on the mission nor any material impact on the economy," said north country Congressman Bill Owens (D. - 23rd District).

Speaking at a briefing Tuesday afternoon, Army Chief of Staff Geneeral Ray Odierno confirmed Fort Drum will lose a brigade combat team, as the Army goes from 45 to 33 BCTs total.

See national map of reorganizaiton plan

"We'll reinvest some of the soldiers and support personnel into the remaining brigade combat teams," Odierno said.

The cuts are part of an overall Army plan to reduce the size of its force by 80,000, a number that was agreed to as part of a budget deal in 2011.

"I am committed to ensuring Fort Drum and the 10th Mountain Division remain a strong asset for the Army, and for the North Country economy. I have been in direct contact with Army leaders to make sure they know the full value Fort Drum provides for our military, and will continue to fight my hardest to keep Fort Drum in a position of strength," said U.S. Senator Kirsten Gillibrand (D. - NY).?

The other home of the 10th, Fort Polk, Louisiana, will not lose its brigade, U.S. Senator Mary Landrieu told television station KPLC.

Tuesday's cuts are separate from sequestration, which forced civilian employees to lose a day of pay over 11 days this year.

It's also separate from the "BRAC" process of closing bases, which the military wants but which Congress has blocked for the coming year.

While Tuesday's cuts were not part of sequestration, Odierno warned that if sequestration continues, Tuesday's cuts "will only be the first step."

The loss of 1,500 soldiers, while painful, is a far cry from the worst possible case that had been speculated on - 8,000 soldiers being cut.

"The announcement is disappointing. However, it is not as bad as it might have been," said Carl McLaughlin, executive director of the Fort Drum Regional Liaison Organization.

Tuesday's news, while not welcome, is likely to be viewed as Drum and the north country having dodged potentially ruinous cuts.

Tony Keating, the civilian aide to the secretary of the Army, said, "The news was, while not good, no worse than we anticipated."

Boating safety campaign preludes Memorial Day weekendOutdoors ...

The first day of summer, June 21, is still weeks away. But, for many, the Memorial Day weekend marks the unofficial beginning of the season.

One of the preferred holiday activities around Pinellas is boating. Local waterways likely will be crowded, as people take advantage of three days off and what looks like good weather ahead.

National Safe Boating Week is May 18-25, and the Florida Wildlife Commission and U.S. Coast Guard are out on area waterways making sure everyone remembers safety rules.

?Florida is a great place to enjoy boating year-round,? said Col. Calvin Adams, director of the FWC?s Division of Law Enforcement. ?And even more people will be out on the water for the holiday weekend. Both the holiday and National Safe Boating Week (May 18-24) present an opportunity to emphasize the importance of remaining safe while boating.?

Sixty-seven people lost their lives in Florida last year in boating accidents, according to the Florida Fish and Wildlife Conservation Commission?s 2011 Boating Accident Statistical Report.

Pinellas County ranked No. 6 among the top 10 counties reporting accidents in 2011. Pinellas ranked No. 4 in 2010. In 2011, three fatality accidents were reported, 13 accidents with injury and 20 without injury.

The primary cause was carelessness and inattention, followed by operator inattention and machinery failure. The most frequently reported type was a collision with another vehicle, then flooding or swamping, and collision with a fixed object.

Statewide, inattentiveness of the operator is too often the contributing factor in boating accidents, FWC reports.

?Boating smart and safely could result in fewer injuries and deaths each year,? Adams said.

The FWC advises boaters to remain alert while operating a boat, to wear a life jacket and use an engine shut-off switch. Another safety tip is to designate a sober boat operator.

Wear It!

More than 67 percent of the 55 boating-related deaths confirmed in 2012 were due to drowning, which might have been prevented if life jackets had been in use, according to FWC officials. Almost 85 percent of those who drowned were not wearing a life jacket.

?In an emergency, there might not be enough time to put one on, so wearing on at all times may save your life,? Coast Guard officials said.

The Coast Guard is promoting National Boating Safety Week?s 2013 campaign slogan ? Wear It! The promotion focuses on the availability of comfortable and lightweight life jackets, as well as the safety aspects of wearing a life jacket at all times.

Safety first with passengers is the responsibility of every boat captain. The Coast Guard frowns on bow riding, which officials describe as an ?unsafe practice of remaining on the bow of a vessel while it is underway.?

Boat inspections are on the official safety list, especially for the beginning of the season, to avoid breakdowns on the water. Local Coast Guard Auxiliaries offer free, no-fault vessel safety checks. Volunteers will verify the presence and condition of safety equipment required by state and federal regulations. For more information, visit cgaux.org/vsc.

FWC strongly advocates the use of an engine shut-off switch. The safety lanyard attaches from the boat operator to the ignition. If the switch is disconnected, the engine will shut down, which could prevent the boat from running anyone who has fallen overboard and avoid injuries from the propeller of a runaway boat.

Another important safety tip is to file a float plan that details where you are going and how many people are aboard your vessel. The float plan should include a vessel description, your destination and a timetable of where you expect to be at a certain time. If you must change your float plan, make sure you tell someone who will let others know of your change in plans. In case of an emergency, a good float plan can help the Coast Guard?narrow down a search to find you.

Check the weather before taking off. The forecast for the coming Memorial Day weekend is for temperatures near 90 degrees with a slight chance of thunderstorms each day. The Coast Guard reminds residents of how quickly weather can change, ?so mariners planning of making way should keep a watchful eye on the forecast conditions.?

Working communication equipment is a must-have. The Coast Guard recommends a VHF-FM radio as the best method of communication while on the water. Cell phones can provide a backup, but should not be your only means of communication due to gaps in coverage area and the potential of a dead battery. Don?t forget the nautical charts and global positioning device.

The FWC, Coast Guard and the Pinellas County Sheriff?s marine unit will out in force Memorial Day Weekend. While much of their mission will be promoting boating safety, they?ll also be keeping a close eye out for intoxicated boaters. Alcohol use is the leading contributing factor in fatal boating accidents.

?Boating under the influence or boating while intoxicated is just as deadly as drinking and driving,? Coast Guard officials said. ?It is illegal to operate a boat while under the influence of alcohol or drugs in every state. Penalties for violating BUI and BWI laws can include large fines, suspension or revocation of boat operator privileges and jail terms.?
