H.R. 2021, the Jobs and Energy Permitting Act of 2011, introduced by Rep. Cory Gardner (R-CO) in The Committee on Energy and Commerce, prevents lengthy and unnecessary air permitting delays of energy exploration in the Outer Continental Shelf (OCS).
????????? H.R. 2021 would make several amendments to the Clean Air Act clarifying regulations stemming from oil exploration in the OCS and would also require the Environmental Protection Agency to take final action related to granting or denying a permit within six months after a completed application is filed.
????????? By streamlining the permit process and expanding the energy exploration base, energy companies now have an incentive to start projects faster, which will lead to an increase in American jobs, increased federal revenue, and make the United States less dependent on foreign oil imports.?
H.R. 1249, the American Invents Act, introduced by Rep. Lamar Smith (R-TX) in the House Judiciary Committee and would amend federal patent law last amended in the 106th Congress, under the American Inventors Protection Act. ?
????????? H.R. 1249 is a comprehensive and widely supported bill that aims to improve innovation and job creation by streamlining operations at Patent and Trademark Office and reducing costly and abusive patent litigation.

House Energy and Commerce Committee
Subcommittee on Environment and the Economy will mark up the Coal Reuse and Management Act.
????????? The bill would prevent the Obama administration EPA's controversial plans to declare for the first time ever this material to be a "hazardous waste," a designation previous administrations and scientific analyses have determined to be inappropriate.??
????????? Recycled coal ash is widely used in construction products such as cement, concrete, wallboard, and roofing materials.
????????? The legislation is designed to protect jobs and prevent higher energy prices by facilitating the beneficial use and safe management of coal combustion residuals.

Subcommittee on Communications and Technology will hold a legislative hearing on ?Reforming the FCC Process.?
????????? Broadband?and wireless spectrum policies are vital jobs issues. Although the FCC is not directly bound by the President's January executive order on regulatory reform, FCC Chairman Genachowski has said he is committed to its principles.
????????? The economic impact of streamlined regulations can be significant - in the last decade, the wireless industry has invested more than $350 billion on network structures and equipment. Combine the growing need for wireless broadband deployment with the private sector's resources, and the industry is ripe for job seekers. In fact, some estimates reveal that?2.4 million individuals rely directly and indirectly on the wireless industry for employment.
????????? As part of its continuing effort to ease regulatory burdens and make government operate more efficiently to protect jobs and innovation, the subcommittee will consider how the Federal Communications Commission conducts the public?s business.
????????? The hearing will focus on how to codify best practices to ensure consistency from issue to issue and from one commission to the next. Witnesses to be announced.?

House Small Business Committee
The full committee will hold a hearing entitled, "The State of Small Business Access to Capital and Credit: The View from Secretary Geithner."?
????????? The purpose of this hearing is to review the current state of small business access to equity capital and debt financing.
????????? The hearing will focus on the Department of Treasury?s current and future efforts to assist the private sector in providing the needed funds for small businesses to expand and grow. The only witness at the hearing will be the Secretary of the Treasury, the Honorable Timothy Geithner. ?For more information go here.

Financial Services Committee
The full committee will mark up the ?Reauthorization of the Export-Import Bank.?
????????? The legislation helps U.S. companies create jobs by reauthorizing the Export?Import Bank for four years.?
????????? The Securing American Jobs Through Exports Act supports the exporting of U.S. goods and services while instituting new transparency measures to protect taxpayer dollars.?
The full committee will mark up H.R. 1070, ?The Small Company Capital Formation Act?.
????????? The legislation encourages small companies to access the capital markets-allowing them to invest and hire employees.
The full committee will mark up H.R. 1082, ?The Small Business Capital Access and Job Preservation Act.?
????????? The Financial Services Committee has received testimony regarding the role private equity firms play in preserving existing jobs and creating new ones by providing capital to struggling and growing companies.?
????????? The Dodd-Frank Act requires most advisers to private investment funds to register with the SEC, including advisers to private equity funds.? The Small Business Capital Access and Job Preservation Act, H.R. 1082, exempts advisers to private equity funds from the registration requirements.

House Small Business Committee
Subcommittee on Contracting and Workforce?will hold a hearing entitled ?In-sourcing Gone Awry: Outsourcing Small Business Jobs.??
????????? This hearing will review the implementation of the Administration?s in-sourcing policies, and the effect of these policies on small businesses. Specifically, the Subcommittee will investigate the lack of transparency into the in-sourcing process, and issues with the cost comparisons used when in-sourcing is intended achieve savings.
????????? The Subcommittee will also address the issue of standing in these cases, the decision not to use public-private competitions, and the role the SBA is playing in in-sourcing decisions.? For more information go here.

Natural Resources Committee
Subcommittee on Water and Power Legislative Hearing on H.R. 795
????????? This hearing will focus on legislation that will facilitate the production of hydroelectric power at small?facilities. ?H.R. 795 will allow smaller facilities to create jobs and ensure we are able to continue to produce clean, renewable, affordable American energy.
Subcommittee on Energy and Mineral Resources Legislative Hearing on H.R. 2170, H.R. 2171, H.R. 2172 and H.R. 2173
????????? ?As part of the American Energy Initiative, these four renewable energy bills would streamline bureaucratic impediments to the efficient development of solar, wind, and geothermal renewable energy technologies on federal lands and waters.
????????? Red tape and bureaucratic delays have created uncertainty for businesses and stalled job creation and economic activity. These bills are necessary in order to facilitate the development of clean, renewable energy and provide a clear, simple process for completing important environmental reviews.

RSC Update: No Debt Limit Hike without Cut, Cap, & Balance ?

For more than a month, various small groups of lawmakers, one led by Vice President Biden, have been meeting in an attempt to find an agreement on cutting spending and raising the national debt limit. ?As you know, the RSC is pushing hard for a Cut, Cap, and Balance approach. Now our movement grows even stronger.
?
A large coalition of groups concerned about the nation?s financial state is putting its weight behind Cut, Cap, and Balance. On Friday, I proudly signed their pledge to oppose any debt ceiling increase unless Congress makes substantial spending cuts for the upcoming year, enacts statutory spending caps, and passes a Balanced Budget Amendment to the Constitution that caps spending and raises the hurdle for tax increases. I will not support a debt limit increase unless we Cut, Cap, and Balance.
?
Economists from across the political spectrum agree that America faces a debt crisis in just a few years unless we quickly change course. Cut, Cap, and Balance is the only plan on the table that can prevent the coming crisis and keep the American Dream alive.

- On Tuesday, the House passed H.R. 2055, the FY 2012 Military Construction and Veterans Affairs and Related Agencies Appropriations Act, which provides a spending level of $72.5 billion, $615 million (0.8%) less than last year.
- On Thursday, the House passed H.R. 2112, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, which provides a spending level of $17.25 billion, $2.7 billion (13.4%) less than last year.
Outlook ? A quick look at what?s on the horizon.?
- On Wednesday, the House will potentially begin debate on H.R. 1249, the America Invents Act, and H.R. 2021, the Jobs and Energy Permitting Act.
