Expert excluded from EU-China human rights forum (AP)

BEIJING ? The European Union says it deeply regrets China's exclusion of a human rights expert from a forum held in Beijing this week.

The EU office in Beijing said in a statement Thursday that it communicated its disappointment to the Chinese side, but it did not name the individual involved.

New York-based Human Rights in China said one of its experts who had been invited to represent the International Federation of Human Rights had been refused a visa to attend at the last minute.

It said it was told the Chinese Foreign Ministry regarded HRIC as an "anti-China" group whose participation in the seminar was "totally unacceptable."

China has sought to deflect criticisms of its human rights record by holding such closed-door forums.

Italy: UN plans Libya political/observer mission (AP)

ROME ? The United Nations is expected to help oversee Libyan elections and train local police with political and military missions that will help guide the country through its post-Gadhafi transition, Italy's foreign minister said Wednesday.

Foreign Minister Franco Frattini briefed Parliament on the U.N.'s proposals, which were outlined by U.N. Secretary-General Ban Ki-moon in a letter to Italian Premier Silvio Berlusconi Aug. 30.

Plans for Libya's political transition have gone into high gear amid claims by Libyan fighters that they have surrounded ousted leader Moammar Gadhafi, even though his exact whereabouts remain unknown.

Frattini said that within a few weeks the entire opposition National Transitional Council would be transferred to Tripoli from the rebel stronghold of Benghazi and would declare the creation of a transitory government.

The aim of the U.N. political mission would be to help the NTC prepare, within eight months' time, for the election of a national assembly that would draft a constitution to be put before a popular referendum, he said.

The U.N. would then help plan legislative and presidential elections, as outlined by the NTC's own "road map" for Libya's transition, he said.

Frattini said the U.N. is also expected to recommend ? once conditions on the ground permit ? an unarmed military observer mission to monitor and train local police. U.N. political chief B. Lynn Pascoe has said there will be no U.N. peacekeeping troops in Libya, something the former rebels have ruled out.

Frattini said that while the exact details haven't been worked out, any such force would be composed of military observers from Arab and African countries. But he all but ruled out forces from sub-Saharan Africa, noting that many Libyans today equate sub-Saharan Africans with the mercenaries used by Gadhafi to quash the rebellion.

While such generalities are wrong, he said: "The balance that the United Nations will have to find will be difficult."

Libya's next steps are expected to be discussed at a high-level meeting with Ban in New York on Sept. 20, on the sidelines of the U.N. General Assembly, Frattini said.

Susan Rice, the U.S. ambassador to the United Nations, told reporters at U.N. headquarters in New York on Wednesday that the Security Council is waiting for a briefing in the coming days by Ian Martin, the U.N. special representative for post-conflict planning in Libya.

Based on his briefing and a report from Ban, council members would begin drafting a resolution that would "express the council's support and approval of the initial steps that the United Nations intends to take to put a presence on the ground in Libya," she said.

She said the council would also look to revise the financial sanctions against Libya to free up assets frozen when Gadhafi's crackdown began.

UN declares famine in 1 more Somalia region (AP)

MOGADISHU, Somalia ? A famine spreading through Somalia is killing more than a hundred children each day, the U.N. said Monday, and warned that hundreds of thousands more people may die in the coming months unless they receive urgent help.

The starvation is mostly taking place out of sight of the world media, in areas of southern Somalia under control of violent Islamist insurgents.

"Hungry people are only waiting for death," said Nor Anshur, a father of five who lost one of his children in the Bay region, a former agricultural breadbasket that the U.N. declared Somalia's sixth famine zone on Monday. "We saw our neighbors' children and elderly people dying every day for lack of food."

Like tens of thousands of other Somalis, Anshur left his drought-ravaged home and trekked to Somalia's capital hoping for help. But delivering food is difficult and dangerous. Even in the government-controlled capital of Somalia, where 9,000 African Union peacekeepers are on patrol, organized theft of truckloads of food aid is rife and shootouts at aid distributions are frequent.

Conditions are even worse in areas controlled by the Islamist insurgency, which holds much of southern Somalia. It has forbidden many aid agencies to work in its territory where the famine is most severe.

The latest surveys of the U.N. Food Security and Nutrition Analysis Unit for Somalia found hundreds of people are dying every day from the famine. At least half of them are children. Tens of thousands of Somalis already have died this year due to the severe violence, drought and famine, the U.N. said.

Famine has now affected six areas, including four southern Somali regions and two settlements of internally displaced people.

Few foreign journalists have traveled to insurgent-held areas, so the footage that helped galvanize responses to other mass famines is largely missing. The U.N. has received just under 60 percent of the $1.1 billion it requested to respond to the emergency.

In Somalia's southern Bay region, nearly 60 percent of people are acutely malnourished ? four times the rate for an emergency, said Grainne Moloney, head of the food analysis unit.

"I've not seen anything like it," she said.

About 750,000 more people may die from famine in the next four months if there is no adequate response, the U.N. report said, an increase of 66 percent from July.

The strong, like Anshur or Farah Aden, can make it from regions like Bay to centers where there might be foreign food. But Aden said he had left behind many neighbors too weak to travel.

"Most of the elderly people decided to stay there with hunger because they can't trek to here," Aden said. "I am asking all Somalis to help those silenced by hunger."

So far, it's unclear how much aid can be delivered in insurgent-held areas, by whom, or how it can be tracked. Donors say they do their best to prevent its theft and sale by gunmen, but are reluctant to disclose any details for security reasons.

Mark Bowden, the U.N.'s top humanitarian official for Somalia, said that at least 150,000 households in insurgent-held areas had been reached and that access was improving. He said it was up to donors to make sure that aid could be provided in time to save lives.

But an aid worker whose organization was working in rebel-held areas said that security had deteriorated in some parts after commanders pulled back forces from the capital of Mogadishu last month. There were new commanders in some areas issuing conflicting demands, he said.

The aid worker asked for anonymity because they did not want to jeopardize the work of their organization.

Bowden said the famine would probably spread before the end of the year. Some short rains are expected in October but there will not be a harvest until January. Even the rains bring potential problems: cholera, measles and diarrhea.

"Major mortality usually comes with the outbreak of communicable diseases," he said. "This isn't a short-term crisis."

The U.N. says around 4 million Somalis need aid, or more than half of the population. In July it was 3.7 million.

EBay hires ex-Thomson Reuters executive Wenig (Reuters)

SAN FRANCISCO (Reuters) ? EBay Inc hired former Thomson Reuters Corp executive Devin Wenig as president of its global marketplaces unit, the online commerce and auction site's largest division.

Wenig, 44, was chief executive of Thomson Reuters Markets, one of the company's top managers, before leaving in a shakeup of the division in July. At eBay, he will report to Chief Executive John Donahoe, the online auction and commerce site said on Tuesday.

As head of eBay Marketplaces, Wenig will oversee the namesake online marketplace, eBay classifieds sites in more than 1,000 cities and the secondary ticket website StubHub.

The position is one of the most important at eBay. Donahoe held it before he became CEO in March 2008.

"Those of you that know me well know that I have always looked westward, to the excitement, innovation, and impact of Silicon Valley. I came close to going once before and always believed that there would come a time for me to do a turn in the Valley," Wenig wrote in an email.

Wenig led the integration of the unified Thomson Reuters Corp after Thomson bought Reuters in 2008, eBay said. At eBay, he will oversee the company's largest division, which generated more than 60 percent of revenue last year.

Still, the division lost market share in recent years as shoppers moved away from auctions as a way to buy online and competition from Amazon.com increased.

EBay is now trying to build the business into a broad supplier of technology and support for merchants' online and mobile-commerce efforts.
